This is a static quote added manually in posts wherever you want to add one.

The block used for the above testimonial is called a ‘pullquote’. When you add the pullquote block to your post you’ll see the fields for the quote and the cite. I can style this however you want.
If you are happy with this, go ahead and add your testimonials and put in your quote marks. Given that you are decided about that I don’t need to worry about changes and it will be simpler at this stage now.
